Presently, homeowners can have one or the other but not both.<\/p>\n<p>While council supported housing for the city\u2019s renters, the sticking point may be determining where those renters will park, according to Coun. Don Bell.<\/p>\n<p>\u201cThe one area that is a concern to me is the parking question,\u201d Bell said.<\/p>\n<p>The city\u2019s bylaws require one parking spot for each additional unit. However, staff is recommending two parking spots on lots with three dwellings.<\/p>\n<p>A three-parking spot requirement would \u201cconsume an excessive amount of the site and impact the massing and even viability of adding a coach house on some sites,\u201d forcing more floor area on the second storey, according to a staff report penned by planner Wendy Tse. The report also notes that the City of Vancouver requires only one parking space for three dwellings.<\/p>\n<p>While she supported sending the bylaw to public hearing, Coun. Pam Bookham advised city staff that she was looking for more \u201chard data\u201d on affordability around building and maintaining coach houses.<\/p>\n<p><a href=\"http:\/\/www.chrisbrownrealestate.ca\/blog\/city-of-north-vancouver-considers-three-dwellings-per-lot\/6-2\/\" rel=\"attachment wp-att-811\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-811\" src=\"http:\/\/www.chrisbrownrealestate.ca\/blog\/wp-content\/uploads\/2017\/01\/6-1024x768.jpg\" alt=\"\" width=\"700\" height=\"525\" srcset=\"https:\/\/www.chrisbrownrealestate.ca\/blog\/wp-content\/uploads\/2017\/01\/6-1024x768.jpg 1024w, https:\/\/www.chrisbrownrealestate.ca\/blog\/wp-content\/uploads\/2017\/01\/6-300x225.jpg 300w, https:\/\/www.chrisbrownrealestate.ca\/blog\/wp-content\/uploads\/2017\/01\/6-768x576.jpg 768w, https:\/\/www.chrisbrownrealestate.ca\/blog\/wp-content\/uploads\/2017\/01\/6.jpg 1280w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/a><\/p>\n<p>Accessibility was also a key issue for Bookham.<\/p>\n<p>\u201cOver this unusually wintery month (we\u2019ve seen) that there are real problems in terms of accessing lanes.\u201d<\/p>\n<p>Bookham was also curious to see if the coach houses would play a role in replacing the city\u2019s diminishing stock of three- and four-storey walk-ups.<\/p>\n<p>\u201cCan we look at coach houses as, in any way, picking up that need?\u201d she asked.<\/p>\n<p>The city allowed secondary suites in 1993 and spearheaded a coach house program in 2010.<\/p>\n<p>\u201cBased on the success of both initiatives, the number of ground-oriented rental units available has increased,\u201d according to the staff report.<\/p>\n<p>City council clashed on the issue in 2014, with Couns. Linda Buchanan and Craig Keating as well as Mayor Darrell Mussatto voting against the proposed official community plan because it prohibited coach houses and secondary suites on the same lot.<\/p>\n<p>At the time, Buchanan blasted the draft OCP (which was ultimately defeated) for taking away the rights of property owners to create revenue as well as removing options for affordability.<\/p>\n<p>The new bylaw wouldn\u2019t change floor space limits on each lot. Those limits would ensure houses \u201cremain respectful in size and massing,\u201d according to Tse\u2019s report.<\/p>\n<p>The three buildings would also remain a package deal as homeowners would not be permitted to stratify the buildings or to sell them separately.<\/p>\n<p><a href=\"http:\/\/www.chrisbrownrealestate.ca\/blog\/city-of-north-vancouver-considers-three-dwellings-per-lot\/attachment\/20\/\" rel=\"attachment wp-att-812\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-812\" src=\"http:\/\/www.chrisbrownrealestate.ca\/blog\/wp-content\/uploads\/2017\/01\/20-1024x768.jpg\" alt=\"\" width=\"700\" height=\"525\" srcset=\"https:\/\/www.chrisbrownrealestate.ca\/blog\/wp-content\/uploads\/2017\/01\/20-1024x768.jpg 1024w, https:\/\/www.chrisbrownrealestate.ca\/blog\/wp-content\/uploads\/2017\/01\/20-300x225.jpg 300w, https:\/\/www.chrisbrownrealestate.ca\/blog\/wp-content\/uploads\/2017\/01\/20-768x576.jpg 768w, https:\/\/www.chrisbrownrealestate.ca\/blog\/wp-content\/uploads\/2017\/01\/20.jpg 1280w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/a><\/p>\n<p>The city\u2019s current rules only allow a secondary suite if the homeowner resides in the principal dwelling.
