To ensure borrowers can keep up with payments, maximum total debt service ratios will be lowered from 44 to 42. Gross debt service ratio drops from 39 to 35.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"28\">CMHC also says \u201cnon-traditional sources of down payment that increase indebtedness will no longer be treated as equity for insurance purposes.\u201d<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"29\">In other words, buyers will no longer be able to borrow money for a down payment, which follows a similar move by Bank of Nova Scotia.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"30\">CMHC is also suspending refinancing for multi-unit mortgage insurance, unless the money is being used for repairs or reinvestment in housing.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"31\">The changes are effective July 1, 2020.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"32\">\u201cCOVID-19 has exposed long-standing vulnerabilities in our financial markets, and we must act now to protect the economic futures of Canadians,\u201d said Evan Siddall, CMHC\u2019s President and CEO, in a release.<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" data-reactid=\"33\">\u201cThese actions will protect home buyers, reduce government and taxpayer risk and support the stability of housing markets while curtailing excessive demand and unsustainable house price growth.\u201d<\/p>\n<p class=\"canvas-atom canvas-text Mb(1.0em) Mb(0)--sm Mt(0.8em)--sm\" style=\"margin: 0px 0px 1em; color: #000000; font-family: 'Yahoo Sans Finance', 'Helvetica Neue', Arial, sans-serif; font-size: 16px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: start; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff; text-decoration-style: initial; text-decoration-color: initial;\" data-reactid=\"34\">CMHC stopped short of raising the minimum down payment from 5 per cent to 10 per cent after\u00a0<a href=\"https:\/\/ca.finance.yahoo.com\/news\/real-estate-resilient-during-covid-19-but-cmhc-warns-about-debts-effect-191940957.html\">saying it was appropriate two weeks ago<\/a>\u00a0during testimony to the House of Commons finance committee.
